Subject:- Scheme of revision of pay of teachers and equivalent cadres in universities and colleges following the revision of pay scales of Central Government employees on the recommendations of the Sixth Central Pay Commission.
Sir,
I am directed to say that the Government of India have decided, after taking into consideration the recommendations made by the University Grants Commission (UGC) based on the decisions taken at the meeting of the Commission held on 7-8 October 2008, to revise the pay scales of teachers in the Central Universities. The revision of pay scales of teachers shall be subject to various provisions of the Scheme of revision of pay scales as contained in this letter, and Regulations to be framed by the UGC in this behalf in accordance with the Scheme given below. The revised pay scales and other provisions of the Scheme are as under:-
1. General
(i) There shall be only three designations in respect of teachers in universities and colleges, namely, Assistant Professors, Associate Professors and Professors. However, there shall be no change in the present designation in respect of Library and Physical Education Personnel at various levels.
(ii) No one shall be eligible to be appointed, promoted or designated as Professor, unless he or she possesses a Ph.D. and satisfies other academic conditions, as laid down by the University Grants Commission (UGC) from time to time. This shall, however, not affect those who are already designated as 'Professor'.
(iii) The pay of teachers and equivalent positions in Universities and Colleges shall be fixed according to their designations in two pay bands of Rs. 15600-39100 and Rs. 37400-67000 with appropriate "Academic Grade Pay" (AGP in short). Each Pay Band shall have different stages of Academic Grade Pay which shall ensure that teachers and other equivalent cadres covered under this Scheme, subject to other conditions of eligibility being satisfied, have multiple opportunities for upward movement during their career.
(iv) Posts of Professors shall be created in under-graduate (UG) colleges as well as in post-graduate (PG) colleges. The number of posts of Professors in a UG College shall be equivalent to 10 percent of the number of posts-of Associate Professors in that College. There shall be as many posts of Professors in each PG College as the number of Departments in that College. No new Departments shall be created in UG or PG Colleges without prior approval of the UGC.
(v) Up to 10% of the posts of Professors in universities shall be in the higher Academic Grade Pay of Rs. 12000 with eligibility conditions to be prescribed by the UGC.
(vi) National Eligibility Test (NET) shall be compulsory for appointment at the entry level of Assistant Professor, subject to the exemptions to the degree of Ph.D. in respect of those persons obtaining the award through a process of registration, course-work and external evaluation, as have been/ or may be laid down by the UGC through its regulations, and so adopted by the University. NET shall not be required for such Masters' programmes in disciplines for which there is no NET. 2.

As per the (XIII)th point of 2, Associate Professor completing 3 years of service in the AGP of Rs . 9000 and possessing a Ph.D.degree in the relevant discipline shall be eligible to be appointed and designated as Professor, subject to other conditions of academic performance as laid down by the UGC and if any by the university . No teacher other than those with a Ph.D. shall be promoted , appointed or designated as Professor, The Pay Band for the post of Professors shall be Rs .37400-67000 with AGP of Rs. 10000.
From (b) of 2,Professors in Under Graduate and Post Graduate Colleges:
Directly recruited/deputation:One-fourth (25%) of the posts of Professor in UG Colleges shall be directly recruited or filled on deputation by eligible teachers.
Merit promotion:Three-fourths (75%) of posts of Professors shall be filled by merit promotion from among eligible Associate Professors of the relevant department of the Under Graduate College.

Registrar /Finance Officer / Controller of Examination in the pre-revised scale of pay of Rs.16400-450-20900-500-22400 shall be placed in the Pay Band of Rs. 37400-67000 with a Grade Pay of Rs.10,000, and pay of these officers shall be fixed at the. appropriate stage in the Pay Band in accordance with the guidelines issued by the Ministry of Finance, based on the recommendations of the 6th Central Pay Commission as accepted by Central Government. Present grade of professor under UGC is Rs.16400-450-20900-500-22400.
In central Govt corresponding scales are
S-28 14300-450-22400
S-29 18400-500- 22400
Both these old scales will be placed in pay band of 37400-67000 + 10000 grade pay.
There are two seperate tables, each for S28 & S29 grades, for fixing pay in new pay band.
A professor having Rs 22400 basic pay on 01.01.06 will be fixed at following basic pay
Rs 48870 + 10000 if table for S28 grade is used.
Rs 51850 +10000 if table for S29 is used.
A diffrence of Rs 2980. This kind of difference will be there at several stages.
The notification issued by HRD is silent on this. This may put professors with long service in disadvatagious situation. Though Chadha Committee has recommended 11000 grade pay which is not existing in 6th pay commission recommendation /notification.
How pay will be fixed ? Does it need some clarification /notification from HRD.

What pay will the officers in state aided University get. In the speech of union minister HRD in parliament University officers pay in general has been proposed for revision,now in MHRD notification, only officers of central University considered, Why?
In speech of minister in parliament registrar,finance officers ,controller of examination and all eqivalent post was mentioned. In MHRD notification,no equivalent word was mentioned. Then what will be the pay of all officers other than the mentioned in notification.
Since the pay of officers in university has followed the guidelines of 6th pay commission, thereshould be 3 promotion at least with a gap of 10 years. But in notification one promotion for personns in assistant and deputy registers, Why such anomaly.
The officers who are already existing and joined based on earlier notification of MHRD ON RECOMMENDATION OF RASTOGI COMMITTEE,based on qualification and experience, promotion policy,pay scales at par with teachers. What will be the fate of the existing officers who have been deprived the same facility they were commited before they joined service knowing the earlier service condition.Please clarify the points.
The readers with more experience (say 10 years or more)as per order will be start as associate professor with people just becoming eligible. Why?
What will happen to pay scale of Registrars and equivalent after 10 years of service,since as per central pay recommendation after 10 years the employee will move to next scale.

IT IS THE HIGH TIME FOR STATE AIDED UNIVERSITY OFFICERS TO COME FORWARD AND RAISE THEIR VOICES AGAINST THIS GROSS INJUSTICE AND HUMILIATION.
It is DO OR DIE for univ officers this time.We have been deprieved our legitimate and logical right of continuity of pay scales and other benefits at par with teachers.It appears that MHRD or UGC is not ready to consider our case.It is felt that only COURT can only give justice to the the univ officers as we are not claiming nothing new,but the continuity of existing system which is needless to say that was the main factor for many to opt for this service.Now suddenly MHRD,UGC have withdrawn that system ignoring the reasons based on which univ officers had been given benefits at par with univ teachers.IS IT NOT STRONG ENOUGH TO SEEK NATURAL JUSTICE FROM COURT? if a canditate posesses the m.phil degree upto 30/6/2009 will be exmpted from net or set exam?
The fact that the UGC Pay report approved by the Government does not incorporate the fitment table is strange and defies all logic. It is still more puzzling how the Teachers Unions have not pointed out this glaring blunder in a report. While the employees of the Central Government could have their first instalment of arrears, the UGC is yet to present a fulfledged report enabling the UGC teachers enjoy the new package, even after a lapse of six months.
Even more puzzling is the fact that the MHRD has introduced a strange philosophy of applying an illogical principle of classifying the Readers/Associate Professors into (a) those who have completed 3 years of service and (b) those who have not competed 3 years of service in the cadre as on 01.01.2006. No Pay Commissions have in the past made such a wonderful(!) classification, as adopted above, and thus depriving a just and equitable treatment to this hapless cadre “Readers/Associate Professors” which is the middle position between Lecturer and Professor. It is imperative on the part of the Government to set right this anomaly and do justice to this important cadre among UGC teachers.
Indifference in this regard will only complicate the matters resulting in discrimination and injustice meted out to this cadre.
Let the UGC, the MHRD and Government act and rectify the blunder committed.
i have retired on second August 2004 from Avinashilingam deemed university. when i have retired my total service 29 years 8 month and 12 days. my first pension after commutation Rs.7669 excluding commutation. basic was Rs.10801. As on date (29.8.09) i get Rs. 15637. I want to know whether this amount is correct. Pl help me to know the correct amount.

The post of workshop supdt. in Central Workshop Deptt. The pay scale of workshop supdt. is equivalent to a reader i.e. 12,000-420-18,300 (pre revised scale). As per AICTE rules set in 1999 the post of workshop Supdt. in central workshop is defined as "workshop supdt. is equivalent to the cadre of Asstt. Professor and should be given nominal teaching load". It means the teaching load is only given to a teacher. But the post is never considered and declared as a teaching post.Moreover the post is more relevant to practical as well as theoritical teaching. Also in new guidelines of UGC all other equivalent post are defined but Workshop Supdt. is not defined yet. so you areequested to kindly consider Workshop supdt. as the equivalent post of reader in the Engineering universities and all other pay fixation and grade pay should be fixed at par withn the Readers and the post should be declared as a teaching post.

IIT faculties are unnecessarily involved in Bhookh Hartal. What is there reality read it as follows: they are comparing with corporates , they are alloted few periods in a week and it is generally taught by there research scholar students. there research is so that if they have good students research is very good othewise nothing.

All state universities are fixing a scale of 2200-4000 ugc 86 payscale. there is lot of confusion to the staff over here in computer centre.

1.I want to know whether the directly recruited Readers in the month of August, 2009, in the Universities are equivalant to associate professors.

What is the outcome of UGC executive committe meeting held on December 5, 2009.
While 4/5 NITs and many of the state level universities have re- designated the assistant professors/Readers (directly recruited after 1.1.2006)from the joining date and fixed PB-IV,rest of them are made to struggle to get the same. Can any one tell the rule based on which the above said Institutes/Universities implemented it.

Technical and Supporting staff of non-governmentdegree level enginering colleges says :

Because none of these government bodies have time to work on issuance of qualification, allowances, service conditions, pay scales, promotional policies on paper to the concerned non goverment degree level engg. colleges. AS if technical and support staff is not at all an integral of the education system.

There is no compulsion the part of the Research guides either to cooperate with the research students under their supervision or sometimes dodge with students to brain drain potentiality of the scholars for personnel gains. As the money spent on the research is a taxpaid by general citizens is not honestly returned in the form of research by-products Ph.D touches these days minimum to the extent of a report by the examinor a mere mutual it pains perhaps UGC has failed to comply the needs of the society in the name of Ph.D all time honesty is very much Ignored and cornered there wont be much impact by Ph.Ds except mere favour to their Mules or for a lumpsum.

Can a directly recruited Reader after 1/1/2006 be re designated as a Associate Professor from the date of selection ?
In that case Wont he become a professor within 8 years of teaching experience whereas the same thyagarjan committee states that there should be minimum of Ten years taerching Experience for becoming a professor.IS this not a mistake.

Can anyone clarify the eligible pension on 1-1-2006 for a professor retired in 2004.
As per UGC circulars one is eligible to draw 50% of what a newly appointed Prof.That is Rs.40890(basic pay for a Prof.)+GradePay Rs.10,000 = Rs.50.890/=.But the Tamilnadu Universities have fixed only Rs.23,700/ which is 50 % of the minimum of the pay for a Reader.

My pay for Principal's post was fixed on 37400-10000-67000 (fitment table-6). minimum experience for the post of principal 15 yrs issued by UGC in sept 2009.No retrospective effect is not mentioned in the circular. Now Join Director (Nagpur)cancelling the previous fixation for not complition of 15 yrs teaching experience. Is it aunthetic? Plz. guide i the intrrest of all such 10 yrs experience UG Principals as early as possible.

While counting past services,Under any circumstances, the total number of years of service (whether as Research scholar or fellow and or in the mode of deonstrator or tutor) with or without break should be the base for CAREER ADVANCEMENT SHEME. Sir please do the needful as many of those of teachers have suffered , we expect a vigilant person like you to take up the matter urgently and do the needful.

Finally the notification on UGC pay revision is released by MHRD. But clarification on para XVIII regarding appointment of Professors on UG and PG Colleges which reads "provided further that One-fourth (25%) of the posts of Professor in UG Colleges shall be directly recruited or filled on deputation by eligible teachers and the remaining three-fourths (75%) of posts of Professors shall be filled by merit promotion from among eligible Associate Professors of the relevant department of the Under Graduate College. Identification of posts of Professor in an Under Graduate College for being filled through direct recruitment/deputation shall be within the competence of the University acting in consultation with the College." This will lead to favoristism to be shown by aided college managements to appoint their yes man to Professor's post depriving the chances of meritorious teachers working in that department for more than three decades
