Hi!
The opportunity for third promotion should be available to all teachers working in colleges and universities. The UGC and the government should not insist on PhD qualification. The PhD qualification is only a statement of research and does not indicate any significant improvement or increase in skills and abilities. In most cases, the research work undertaken begins and ends with the award of PhD. In order to undertake substantive research work, one does not need a PhD but the ability to undertake research and I am sure a large amount of useful research which is undertaken day-in and day-out is carried out by persons who do not have a PhD qualification. Insisting on PhD qualification would only result in a situation where a large number of crows would be donning the feathers of peacock and masquarade in the academia as the king of the birds.
What the UGC and government should do therefore is award additional allowance for a person who holds PhD and eligibility of the allowance should be made contingent upon post doctoral on-going research. Such a provision would pre-empt the situation described above where crows masquarade as peacocks. The college teachers undertake quite a good amount of academic activity and co-curricular activity and extra-co-curricular activity that merits them to acquire the third promotion. It will therefore only be just and equitable to grant the third promotion to college and university teachers without insisting on a PhD.
Further, the qualification of a PhD should also not be insisted upon acquiring the post of a Principal. The Principal is the administrative head of the institution and needs more of administrative skills. A vast majority of under-graduate colleges and even post-graduate colleges do not undertake any research work worth the name. In such a situation, it is not correct to insist on a PhD qualification. In fact, it will be far more useful if a professional qualification like a post graduate management degree in HRM is insisted upon for the post of Principal. Insisting on PhD qualification for the post of principal will result in a situation where there will be a large number of incompetent administrative heads of institutions who would neither administer nor do any research work.

I joined as Asstt Professor ( Reader) in pay scale of Rs 3700-5700 in 1991 at Govt Engg. college Bathinda. In Jan 1996 my basic was fixed in pay scale of Rs 12000-18300 at Rs 14940/- as per govt notification for pay fixation of Readers with 5-years of service as reader who joined before jan-1996.

I am a Senior Lecturer in Delhi University and have a query regarding my revised pay scale as per the 6th CPC. I'll try to explain my case to you so that you can advise me suitably. I joined my college on July 16, 2004 on the basic pay of 8000/- and on 1.1.2006, my basic pay was 8275/-. But as I had previous work experience of about 4 years in another college, therefore, after completing a total of six years (non M.Phil/ non Ph. D.) and fulfilling all other requirements, I was promoted to the senior scale by a duly constituted selection committee w.e.f 25.8.2006 and my basic pay from that date became 10,000/-. In the new provisional calculations now, I have not been given the benefit of the pay increase from 8275 to 10000/-, though my AGP has been increased to 7000 w.e.f. 25.8.2006. So finally after almost 9 years of service, my total salary for this month has been provisionally calculated as 39,730/- when even the freshers with an M.Sc. degree only are getting a salary of 35, 250/-. Those who are in a lower AGP in the same pay band are also getting a higher salary due to Ph.D. or M.Phil. They are absolutely correct. Even if you go to Court, you will loose.
But Dear, don't give up hope. For some adversely affected persons like you, law has provided a way out. An employee can opt to come under the new pay scales either from the date of implementation of the revision or from a later date which ever is most advantageous to the employee. In your case the Selection Committee at the time of appointment as L appears to have not given pay protection. So THEIR calculation is correct. Now in the Sr. scale stage, only the old valid service was recognized and time benefit was given to you. That way in the old system, your career interests were taken care of by the Institution.
Now how to get the benefit? Simply forget about the arrears for the period of 1-1-2006 to 25-8-2006 and come into new pay structure either from 26-8-2006:Saturday (or even better from 28-8-2006, Monday) and then your pay fixation will be done on 10000 basic straight forward.
Dear Shipra, what you have to do is as under:
1) Dash a letter to the Administration that you wish to exercise DATE OF OPTION AS 26-8-2006, and that you wish to pay back the arrears received for the period of 1-1-2006 to 25-8-2006. (Even if you had already given such letter w.e.f. 1-1-2006, you can revise it once within the first three months period!). Then they are by Law, bound to fix salary corresponding to 10000.
2) After receiving the revised salary, write a request letter to your authorities to extend pay protection benefit for the previous service w.e.f. your original date of joining in the present Institution. If they agree, once again your pay fixation will be done.
3) Suppose the Step 2 was also successful. If your basic on 25-8-2008 becomes less than 10000 then you can just keep quite.
4) If 2 succeeds and if pay fixation once again from 1-1-6 becomes beneficial, you can request once again for new DATE OF OPTION so that you will get full benefits.

what happens with reader appointed after 1.1.2006, States like Andhra give PB-IV but some states giving PV-III. It not only affect financially but also the minimum period requied for the CAS to the post of Professor, which would be 3 Yr., 6Yr. respectively.

Now I should have been appointed in the Selection Grade after completing 5 yrs in the SG on 4/12/ 2003, but I am yet to receive the concurrence from the DD's Office, although the University has approved the same. I Submitted my PhD thesis to the UTY in 2006 but was called for Viva Voce/Open Defence on 22/4/10 and i am waiting for the University to declare the result, which might be announced either this month or in the next. Meanwhile I have been asked to fill in the New UGC Fixation option from 2006. Kindly advise abt the new fixation scale I should opt for and whether I should opt for increment on 1/1/2006 or 1/7/2006 ?
I was selected as an Asstt Professor with MPUAT,Udaipur Rajasthan with pay protection . I joined the university on 1.8.2006 with basic 10750 (in the pre-revised scale of 8000-13500). Now after implementation of the 6th Pay commission , my fixation is being made at basic 15600 + AGP of 6000 =total 21600 without giving the fixation advantage of basic at the time of joining(According to which 10750 corresponds to 20000 + AGP of 6000 i.e basic pay should be 26000 instead of 21600). May I request the readers and the authorities to suggest me what to do ?

I am working as a senior lecturer (Asst. Prof) in Delhi University. I have joined on 16-07-2005 in lecturer grade 8000-275-13500 and given 4 increments of Ph.D. Hence my basic pay became Rs 9100/- (8000 + 275x4). Hence my basic pay was Rs 9100 on 1-1-2006.
As per 6th pay commission, my new revised basic pay on 1-1-2006 was fixed = Rs 16,930 + 6000 (AGP). I was not given the benefit of 5 increments of Ph.D. The 4 increments of Ph.D was converted to 2 increments in new pay structure. This led to pay disparity.
My colleague joined on 01-08-2006 is drawing more salary as his revised basic pay is higher than mine. His revised basic pay = 18,850(with 5 increments of Ph.D)
1) Any clarification on this disparity?
2) how can a junior draw salary more than his senior.
3) I got promoted to senior scale on 1-9-2008 i.e basic = 10000. Based on revised structure, my basic remained unchanged = 19,850 but AGP revised to 7,000 on 1-9-2008.
Whereas my colleague was drawing salary with revised basic pay = 20,450. Hence even getting promoted to senior lecturer, i am still drawing basic lower than him who is still at lecturer level.
Please advice on if any clarifications released by UGC on this or else suggest what alternate steps can be taken to overcome this pay disparity where juniors are drawing more salary than their seniors?
Lecturer Senior Grade in the scale of Pay of 10000-325-15200 is drawing a basic Pay of Rs 11300. he placed as Reader on 31.3.2007 under CAS.he opt for revised pay wef 1.1.06. whether he can move to AGP 8000 w.e.f the date of placement or he has to complete five years in the grade pay of 7000.Please clarify
A Lecturer working as Lecturer (Sr. Scale)before 1/1/ 2006 having M.Tech. Degree. Can he promoted to Associate Professor.
I am working as principal scientist under ICAR system( equivalent to professor under UGC). As on 1.1.06, I was senior scientist with more than 5 years service in the pre-revised pay scale of 12000 -420 -18300 and as such my pay was revised fixed at 37400 + 9000 (GP) on 1.1.2006. Subsequently I was selected as Principal Scientist through direct recruitment on 26.06.2007. My pay in the principal scientist cadre wwas fixed at 39690 + 10000 (GP). Clearly I am denied the pay of Rs. 43000 + 10000 as specified in MHRD and UGC pay scale. Can anybody suggest me as to what I shoud do to get justice in this regard.
My basic pay on 1.1.2006 was 10200 in the pay scale of 8000-13500 and on 22.5.2006 I appointed directly in the pay scale of 12000-18300 so can you tell me my basic pay according to 6th pay commission on 22.5.2006.

1.A lecturer got promotion as lecturer in 2005 and he opted UGC PAY SCALES as per fitment formula G.O.Ms no124
his pay was fixed in 8000=13500 / 13500+ 2000 PP.
Now they are not allowing pp AND SIMPLY fixed 31110 which is equallent to 13500 as fitment tables. As per G.O.Ms 10
his service(50%) was reckoned and he got senior scale on the same date of entering into UGC Scales.His PP WAS TOTALLY
ignored. kindly guide me how to solve it.

Kindly say what deference between the candidates who was PhD awarded before 11 July 2009 and other was after 11 July 2009. Suppose one is awarded PhD on 10 July 2009 and other is 12 July 2009 according to blind rule of UGC first is qualified for assistant professor and other second one is not qualified for same post. First you are differentiate people and people by cast and now your label of mental fall so bellow you are seeing the same degree are deference.
The students of PhD, are spent his peak times for his/ her carriers. This knows the makers of regulation for assistant professor because they are all the PhD holders before 11 July 2009 and they are not PhD according to UGC regulation 2009. I thinks the deference between the makers of UGC regulation and us are they are holders of such post, which they can destroyed our carrier and intent in research other hand we are only poor holders of PhD. I thinks this types of PhD man are real terrorisms of our country, who are pays a game for providing job to his/ her relative so they makes like this regulations. If they are really thinks about the our country then they see all the students like one sight but our planes makers and our leaders are all cupped and they makes plan in view of only some powers full man, which can provide them benefits.
The such PhD holders or makers of regulation for assistant professors now say the increase the limits retirement 60 to 65 but they are want now checks the PhD holders after 11 July 2009 or the students who are registered before 11 July 2009 and decrease the opportunities and self earns more and more money. Can such PhD holders or makers of regulation for assistant professors work as emeritus scientist, answer is always NO and Never. others hands crowds of qualified are standings or waiting for job and want to do goods for country. The policy makers (pets of leaders) pay the roles of olds British rulers. Examples are in 6th pay commotions theirs a lots are mistakes, why makes this types of policies. So such works are they do who are not thinks about our country, they are thinks only about the benefits of self.
I want to say this is the mistake of students or university, who did not, follows the rules which are determined by UGC. This is the maters of UGC and universities, why punished to students. Can they come the opportunity for us, no and impossible.

i joined in kerala govt college service on 10-3-2005 as lecturer after 7.5 years of private college service as lecturer(6 years)and as senior scale lecturer( 1.5 years).After 2 years of probation, i was promoted to senior scale and fixed 10000/- basic pay on 10-3-2007 in the previous scale pattern.i.e, my basic pay on 1-1-2006 is 8000,my basic pay on 10-03-2007 is 10000. i opted new scale from 1.1.2006.accountant general of kerala fixed my salary 15600 on 1.1.06 and give increment 3% +1000/- additional grade pay for promotion to sen. scale for fixing 16920/- on 10.3.2007 .but in Appendix I formula for fixation pay.... 10. Fixation of pay on placement/promotion ..... guaranted a minimum pay in the promoted stage ( minimum pay in senior scale is not specified ) if we take revised pay corresponding to 10000/- as the minimum then 18600 will be pay on 10.03.2007.How can we put this matter in front of Mhdrd delhi for specifying minimum levels for senior scale and selection grades? is it allowable to revise my option date? plese clarify my dobts. with thanks johnson email johnsonkerala@yahoo.co.in

I became reader on 01/01/2001. Under revised scales I am redesignated as Associate Professor on 01/01/2006. As a result I lost two years of service as my two year juniors also became same with me in terms of salary and designation. Worst of these is that my increment date was also 01/01/2006. My basic upto 31/12/2005 was Rs.13680. My new basic under revised scales was fixed to be Rs.46400 considering my unrevised basic on 01/01/2006 to be Rs.14100(13680+420). This has caused me irreparable loss of one increment. Adding to this loss, my juniors whose increments were due in February got their increments with effect from 01/02/2006 thereby making me draw less basic or salary than my juniors. When I requested authorities to correct this anomaly, they say some thing like that happens after every revision and nothing can be done in my case. They say no step up pay can be granted to equalize my basic with my juniors basic. Please tell me what is the solution for my problem? Whether I should keep drawing less scale than junior forever?

i joined as a lecturer at dev samaj college Ferozepur city on 23/8/86 on regular basis with the qualifications M.A M.PHIL under u.g.c rules.i served there upto 30th september1992a.n. i resigned the job and joined as lecturer at kanya maha vidyalaya jalandhar on 1st october 1992 morning. My last withdrawn pay was protected.my next date of increment was 1st sept 1993 it is mentioned in last pay drawn certificate 30/9/1992. This was understood for me that i will have my next pay scale on 1st sept 1993. but i did not get it after asking for so many times. The concerned authority passed a long time and one day they said that this is your new service and you will have to do two refresher courses then hurriedly i done two courses one in 1998 and the other in 2001.then i got my senior scale in june 2001.so i got my senior scale after 15 years of my total service.regarding the rules about counting of past services i fulfil all the conditions mentioned in the u.g.c. notification appendix 1 ministry of human resource development deptt of education letter no.f.1-21/87 dated 22 july 1988 regarding pay scales 6.0.0 COUNTING OF PAST SERVICE. draft notification 1991 8.0.0 and in 2009 para no.10.0 pg no.26. In the UGC SCP for teachers as announced by MHRD for professors, the pay is to fixed not below Rs. 43000 in the AGP of Rs.10000/= vide (xiv) and Rs.48000 in the AGP of Rs.12000/= but for other AGPs, it has been mentioned to fix in the appropriate pay. This is damaging the entry grade level new aspriants.
Hence necessary guidelines by fixing the minimum of pay for the existing faculty in the respective AGP like this for both existing and new entrants to avoid thediscrepancy between junior and senior .
Asst Prof with AGP:6000:Min. pay not less than Rs.18000/=
AGP 7000: Min pay not less than Rs. 20000/=
AGP 8000; Min pay not less than Rs. 23000/=
Associate Prof with AGP 9000: Min pay of not less than Rs. 37400/=
Prof / Principal: AGP 10000 : Mini pay not less than Rs. 43000/=
as on 01.01.2006 for existing faculty and for the new enttrants on the day of joining.
This will solve the pay anamoly between junior & Senior
