MHRD Notification: Sixth Central Pay Commission for Teachers in Universities and Colleges

AP.Aided degree college lecturer's association [AP.ADCLA] has hailed the release of notification (No.1-32/2006-U.II/U.I(!) dated 31st December, 2008) from Department of Higher Education, Ministry of Human Resource of Development, Government of India.

i).Assistant Professor with Pay Band of Rs.15600- 39100 with AGP of Rs,6000:

Lecturers already in service in the pre-revised scale of Rs. 8000-13500, shall be re-designated as Assistant Professors.

ii).Assistant Professor with Pay Band of Rs.15600- 39100 with AGP of Rs,7000:

After 4 Years with Ph.D, 5Years with M.Phill, 6 Years with out Ph.D/M.Phil the AGP changes to Rs,7000 with Pay Band of Rs.15600- 39100

iii).Assistant Professor with Pay Band of Rs.15600-39100 with AGP of Rs,8000:

After 5 Years the AGP changes to Rs,8000 with Pay Band of Rs.15600- 39100, subject to other requirements laid down by the UGC.

iv). Associate Professors with Pay Band of Rs.37400-67000 with AGP of Rs.9000:

After 3 Years the incumbent Readers and Lecturers (Selection Grade) who is in in the current pay scale of Rs. 12000-18300 on 1.1.2006 shall be placed in Pay Band of Rs.37400-67000 with AGP of Rs.9000.

iv). Professors with Pay Band of Rs.37400-67000 with AGP of Rs.10000:

After 3 Years the incumbent Associate Professors who is ipossing a Ph.D degree shall be placed in Pay Band of Rs.37400-67000 with AGP of Rs.10000.

10% percent of the number of sanctioned posts of Associate Professor in an Under Graduate College shall be that of Professors

I was given two increments on account of PhD degree (obtained in 1998) under 1996 UGC rules, with effect from 10 September 2007.

Under the now-being implemented UGC scheme, do I get three increments with effect from 2008, or, should I have to just go with two increments?

MHRD Notifications Reg.:Sixth Central Pay Commission for Administrative Officers/Teachers and Equivalent Cadres in Universities and Colleges:No.1-32/2006-U.II/U.I(!): As per the notification,

Incentives for Ph. D./M.Phiil and other higher qualification:

Teachers who complete their Ph.D. degree while in service shall be entitled to three non-compounded increments if such Ph.D. is in the relevant discipline and has been awarded by a university complying with the process prescribed by the UGC for enrolment, course-work and evaluation etc.

Will UGC provide with the fitment table (not available with Central Govt. conversion table due to the lack of this pay scale in Administrative Grades) for the post of Professors in universities (to be given 10000 AGP) after converting the old scale of 16400-450-20900-500-22400 ? Is there the possibility of any provision being looked into at some stage in Professors new scale (SPC) wherefrom a Professor may be given additional 2000 incentive (AGP 12000) after completing 10 years as a Professor in a university or on 1st January, 2006 whichever is later, as most of them will be either superannuating or at the fag end of their professional career by that time ?

There could be an appropriate assessment of the facultybased on single validated national assessment instrument in every cadre and the best 1000 in each cadre could be recognized as "national faculty".Only from this the Vice Chancellors and Directors should be selected.Some centrally founded and supported institutes,the faculty always claims the pay scale on par with "Harvard".Do they have to spend like "Harvard" faculty to meet their needs.

It is high time to recognize the star faculty who achieve the highst performance from an ordinary college which is not heavyly supported by central government/ UGC/AICTE.The faculty who come up through corrupt methods should be filtered out.Otherwise the contribution to knowledge capital and human capital will be very much affected.The country will suffer due to corrupt faculty who assume that they are born with silver spoon.

At present, as per the latest guideline it is termed that any one recruited as a lecturer in1997 can get to 37400-without any screening. MY RECRUITMENT was in 1998.I am a college lecturer and Head , Deptt. of Commerce, in the pay scale of 10000-12000.My P.hd. is going to be over with in 2009. My 12000 will be reached in Nov.,2009.The New pay Scales are yet to be introducced.If given effect now there has to be the guidelines fixing that those who already had Been recruited before 2000.,should be automatically in the scale of 37400-- after completion of services for required no. of years. Many of our batch form this category.This canbe a case study.Recruited on the same day ,being senior, as per age the person can then become junior if the other professor is there with additional qualification.

The Regulations should be insisted only from the dates from which the effect comes into force in the concerned STATES. If the promotion is due , it can not be denied. These are the gateways for opening Corruption at the different levels.

Subject-Amendment of Clause XXII of paragraph 7 regarding Incentives for Ph.D/M.Phil.

Reference-

1) Government of Maharashtra Higher & Technical Education Department, Resolution No.NGC 2009/(243/09)-UNI-1, Mantralaya Annex, Mumbai–400032. Date: 12th August 2009.

2) Government of India Department of Higher Education, Ministry of Human Resource Development, New Delhi. Letter No.1-32/2006-U.II/U.I (i) dated 31.12.2008.

Respected Sir/Madam,

G.R. and Letter at 1 and 2 above variously extended the benefit of advance increments for possessing Ph.D./M.Phil and other higher qualifications.

Clause XXII of paragraph 7 regarding ‘incentives for Ph.D/M.Phil and other qualifications’ in above reads as under.

“For posts at the entry level where no such advance increments were admissible for possessing Ph.D/ M.Phil. under the earlier scheme, the benefits of 5 advance increments for possessing Ph.D./ M.Phil. shall be available to only those appointments which have been made on or after the coming into force of this Scheme.”

The above clause is unjust, insufficient and ambiguous in the light of following. Persons on any post other than Assistant Professor who acquired Ph.D./M.Phil degree either before entry in service, or during service, are appointed either by nomination or promotion with due permission of UGC, on the post of Assistant Professor and the benefit of protection of pay is extended to them as per rules of State. But consequent upon protection in pay, no benefit of 5/2 advance increments for Ph.D/M.Phil. is accorded to them on the assumption that they are not freshers and therefore their pay is not fixed on lowest (initial) pay in the pay scale meant for the post due to limited coverage (shortfall) of clauses I and II of para-7 of G.R./Letter cited in reference.

Similarly they are not entitled for 3/1 advance increments as per clauses IV and VIII, as Ph.D/M.Phil.degrees are not acquired during their service career as Assistant Professor.

Though the clause XXII a little bit covers the interests of said class of persons, but it leaves so many things unexplained therefore it appears to be unjust, insufficient and ambiguous. In order to cover the said class of persons undoubtedly under the umbrella of clause XXII it is requested to amend the clause XXII to give it the following shape and sense.

“For persons holding any post in previous (past) service cadre where the provision of award of advance increment for possessing Ph.D/M.Phil.was not available either at entry level or in-service career, under any earlier scheme i.e. Pay Commission, the benefit of 5/2 advance increments for possessing Ph.D/M.Phil respectively, shall be available to only those appointments either by nomination or promotion which have been made on or after the coming into force of this scheme.”

If the clause XXII is amended to this effect as mentioned above, it would benefit all the concerned persons including the members of this Association who have been promoted from junior college lecturer to Assistant Professor after 01.01.2006.Further it would be crystal clear leaving no room for doubt in future.

Dear editor may i know about clearly about the eligibility of lectureship in India. I completed MBA,M.Phil am I qualified.

Even if we ask any queries to UGC or MHRD they are not responding properly. I don't know what is the use of those websites, in other countries the queries are clarified as soon as but here no response. So Kindly you can forward to those. Let them to correct their mistakes about responding to the candidates. Even Ministry also not taking any initiatives to respond my queries. Also I would like to know about AeU university is recognized by MHRD. Kindly provide me those information.

UGC,AICTE and the other funding authority must check the proper utilization of funds given to different university, specially in Calcutta University.In various cases it is seen that the authority if they are controlled by any political influence , they do the missuse of funds.

please check the quality of the teaching staff, as because there are a no. of faculty who are not eligible to teach in the same level.this can be confirmed if you arrange a sting operation from students of different departments.there are so many people who are eligible but do not get chance.

I am M.Sc,M.Phil.I joined as a regular lecturer in govt. college in Dec,1996.I attended an orientation course in March,2001 & a refresher course in Sept,2002 & got senior scale in Dec,2001.After this, i attended two refresher courses in Mach,2006 & Dec,2006 respectively & got selection grade in Dec,2006.Now, I have completed 3 years in selection grade in Dec,2009.Let me know on what date i will b eligible for pay scale of 37400-67000 with AGP of 9000, i.e PB-IV..??

What about the status of Directly recruited Readers/Assistant Professors in the Pre revised basic scales of 12,000-18,300 (who joined after 01-01-2006) ? How they can still remain in their old designation ? If that is the case, Why directly recruited Professors are given AGP 10,000 ?

I am a professionally qualified Chartered Accountant. I am also a fellow member of the Institute of Chartered Accountants of India. Am I eligible for advance increment/s as provided in the 6th CPC and UGC regulation 2010 no. 3-1/2009 dt. 30/06/2010 for possessing P.G. degree in professional course?

Currently, I am working as Asst. Professor in a NIT. M.Tech. holders have already got the advance increments, but I didnt get the same benefit even after possessing a P.G. degree in professional course.

UGC Regulation 2010 no. 3-1/2009 dt. 30/06/2010 has described Chartered Accountant/ Cost and Works Accountant as professional degree (clause no. 4.4.5.). However, this regulation has not directly mentioned these degrees as professional degree along with M.Tech. and others while describing eligibility for advance increments.

Hence the relevant question is whether a professionally qualified Charted Accountant /Cost and Works Accountant / Company Secretary is eligible for advance increment/s as provided in the UGC regulation as mentioned above?

I would request you to kindly clarify the matter.

I have been appointed as lecturer with five advance increments in Dept of Mechanical Engg in KNIT Sultanpur on 20.02.2009. At the time of recruitment I was with my M.Tech. and Ph.D. Degree. Now 6th pay commission in our institute has been implemented. As per new pay commission 5 and 2 non compounded advanced increments will be given at the time of recruitment. In MNNIT Allahabad candidates having Ph.D. at the time of recruitment has been given 7 noncompounded increments (5 for Ph.D. and 2 for M.Tech.). I want to know that am I eligible for 2 more increments as I have already gotten 5 increments.

i worked in an university that is approved by UGC. I resigned my job on 3.2.2010. After 3 months i was releaved by the university i.e. on 21.04.2010 as per my appointment letter rules. After a month i received my original certificates. but i did nit get my salary forthe last month i worked(April 2010). I do not know why they are delaying like this . This is not only for me. but for nearly 40 sfatt whoe resigned along with me.

Kindly say what deference between the candidates who was Phd awarded before 11 July 2009 and after 11 July 2009. Suppose one is awarded phd on 10 July 2009 and other is 12 July 2009 according to blind rule of UGC first is qualified for assistant professor and other second one is not qualified for same post. First you are differentiate people and people by cast and now your label of mental fall so bellow you are seeing the same degree are deference. Will all the phd holders before 11 july 2009 have contains the important posts and they are say we are qualified and increase the age limit for retirement till 65 and or more but the same processor passed phd holder after 11 july 2009 they are not qualified for applying any post created in India ( Mungekar Committee and KU Nainital). What it if fair for who are awarded after 11 july 2010.

Most of the universities in our area donot have coursework in phd.So are we not eligible to get five advance increments

The students of PhD, are spent his peak times for his/ her carriers. This knows the makers of regulation for assistant professor because they are all the PhD holders before 11 July 2009 and they are not PhD according to UGC regulation 2009. I thinks the deference between the makers of UGC regulation and us are they are holders of such post, which they can destroyed our carrier and intent in research other hand we are only poor holders of PhD. I thinks this types of PhD man are real terrorisms of our country, who are pays a game for providing job to his/ her relative so they makes like this regulations. If they are really thinks about the our country then they see all the students like one sight but our planes makers and our leaders are all cupped and they makes plan in view of only some powers full man, which can provide them benefits.

The such PhD holders or makers of regulation for assistant professors now say the increase the limits retirement 60 to 65 but they are want now checks the PhD holders after 11 July 2009 or the students who are registered before 11 July 2009 and decrease the opportunities and self earns more and more money. Can such PhD holders or makers of regulation for assistant professors work as emeritus scientist, answer is always NO and Never. others hands crowds of qualified are standings or waiting for job and want to do goods for country. The policy makers (pets of leaders) pay the roles of olds British rulers. Examples are in 6th pay commotions theirs a lots are mistakes, why makes this types of policies. So such works are they do who are not thinks about our country, they are thinks only about the benefits of self.

I want to say this is the mistake of students or university, who did not, follows the rules which are determined by UGC. This is the maters of UGC and universities, why punished to students. Can they come the opportunity for us, no and impossible.

But all the policy makers are not selfish and pet of leaders, likes SANT GADGE BABA AMRAVATI UNIVERSITY, VEER NARMAD SOUTH GUJARAT UNIVERSITY and MAHATMA GANDHI UNIVERSITY FOR MINIMUM QUALIFICATIONS FOR APPOINTMENT OF TEACHERS IN UNIVERSITY.

I want to say to all the policies makers and respected and responsible ministers of every ministry improve first your labels thinking and do not work only for self.

sir i have completed m.tech in env.sc in and engg 1996 after my msc in botany. i joined college lecturer job at 2nd january 1998 in the pay scale of 2200-4000.without getting any 2 increment due to M.Tech.on 14 th may 2007 govt of westbengal notifed in govt order that those woh joined with m.tech degree can get 2 advance increment with one year relaxation .this time i already promoted to to senoir lecturer.till date neither i am getting one year relaxation nor i am getting benefits of 2 increment.Inform me what should do now.At this juncture on 2nd january 2012 i will be promoted to associate professor.Will I get the benefit to become associate professor on 2nd january 2011 with 2 advance increment.

I was working in university as a lecturer for a self supporting M.Sc. course. I had been appointed as a full time temporary lecturer on early basis with consolidated pay of Rs. 8000/ to be paid from university funds (probably under section 76. I worked there for three years with a gap of one month between two appointments after which I got permanent appointment in another institute. I want to that whether the break in such service can be condoned or not?

IN AUGUST 2006 AN ADVERTISEMENT GOT PUBLISHED IN INDIAN EXPRESS FOR THE POST OF ASSISTANT PROFESSOR HISTORY.FINALLY I FACED A SELECTION COMMITTEE BY THE COLLEGE IN PUNE N GOT APPOINTED AS ASSISTANT PROFESSOR ON 5TH OCT 2006 BUT IT WAS FULL TIME TEMPRORY APPOINTMENT WITHOUT ANY BREAK TILL 20TH FEB.2010 ON 21 ST FEB. 2010 I GOT APPOINTED AS PERMANENT FACULTY IN THE SAME COLLEGE. AN ADVERTISEMENT FOR THE SAME POST CAME IN ONE CENTRAL UNIVERSITY IN JUNE 2009 WHERE I APPLIED THROUGH PROPER CHANNEL LATER AFTER SELECTION PROCEDURE I JOINED IT IN MONTH OF MARCH 2012.

NOW MY QUESTION IS THAT, IS MY EARLIER SERVICES SINCE 5TH OCT 2006 WILL BE ADD IN THE TOTAL LENGTH OF MY SERVICE? IF IT IS YES THAN PLZ LET ME KNOW THE PROCEDURE. PLZ
